Our Founder
Dr Khoo Kim Choo is a pioneer in the early childhood field with over 25 years of experience in various capacities – as a CEO, trainer, writer, project director, Conference keynote speakers, international volunteer and consultant in early childhood both locally and abroad.

She was consultant to MCYS in the development of the Early Years Framework for childcare children from birth to 3 years. She has served as resource and consultant to other various local and international organizations, including MCYS, UNICEF (Asia-Pacific, Romania, Mongolia), Save the Children (Singapore, UK, Mongolia), UNESCO, World Bank, ASEAN, Singapore International Foundation (SIF), the Vietnam Ministry of Education and Training (Early Childhood Department), Myanmar Social Welfare Department and the Korean Educational Development Institute (KEDI).
She also writes for parents, children and professionals in this field.
Dr Khoo has a PhD in Social Welfare from the University of Washington specializing in children and families. She was an Adjunct Associate Professor at the National University of SIngapore and teaches yearly at SIM University.
Prior to that she was for many years the Executive Director of the NTUC Childcare, the Little Skoolhouse and the Regional Training and Resource Centre in Early Childhood Care and Education for Asia. (RTRC Asia) now renamed SEED. She is also the founder of Sunbird Child Development Centre.
Dr Khoo serves on various committees, including as Advisor to the MOE-MCYS Preschool Qualification Accredication Committee (PQAC), Chair of SIM University’s Panel for Early Childhood Edication and Management, Member of the Child Development Network (CDN) and the MCYS Early Years Qualification Accreditation Committee. She is also a Board Member of the Lee Kuan Yew Bilingualism Fund.
Dr Khoo is listed in the Encyclopedia of Applied Developmental Science. She was conferred an Honarary Doctorate in Education in 1992 by Wheelock College, Boston, USA, which also establised a schlarship in her name – the Khoo Kim Choo Schlarship for Leadership – in recognition of her contribution to the early childhood field in Singapore. She received the Public Service Award (PBM) from President Nathan in 2007 for her contribution to the early childhood field.
